2.9.9d Backend user profile editing things which are not working.

In admin panel when you go to Shoppers and to one of the shoppers and click add Address or "+"
In Delivery address fieldset, it does nothing. As well there is empty shopper information fieldset above regular fields where you probably have to login or whatever. Its strange that you have to agree to TOA in backend. And there is really huge problem with Contacts, a lot of users do not have proper contacts attached to their profiles or have none at all even if they have one.
