Account fields below shipping fields

Dear,

In the registration form, I want to put the account fields below the shipping fields.
The "pay as guest" button must  placed between them.
So this must be the order:

Shipping fields
Pay as guest button
Account fields
Pay and register button
Cancel button

Is this possible and which files I must edit? Is this possible with a template override?

I hope that someone can help me.
