Missing modules and plugins

I just updated to VM v. 2.0.12b on Joomla 2.5.7.  After installation, I was expecting to see the half dozen or so modules and plugins in the module/PI managers as per the installation instructions. They are not there. I do have VM listed as a component and can get into the control panel.  I was hoping to have the sample store loaded, but I don't know if it did or not.  I do have all the data for the sample store.  I don't know where to go from here. Am I supposed to turn something on?

Did you install both components?
com_virtuemart.2.0.12b.zip immediately followed by com_virtuemart.2.0.12b_ext_aio.zip  ?

The aio component installs the modules & plugins.   http://dev.virtuemart.net/projects/virtuemart/wiki/Installation_of_VirtueMart_2_with_provided_packages

I just tried to reload the second aoi.zip file and got the following message.

Not Acceptable

An appropriate representation of the requested resource /administrator/index.php could not be found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any ideas?
