when user clicks 'ask question about this product' modal 'please login first'?

When a not logged in user, on a product page, clicks on the 'ask a question about this product' a modal popup opens with 'info please login first'.

This used to work fine on previous versions.

VM 2.0.22c
J 2.5.14

In the VM config users are allowed to ask questions. Or is there a setting I am overlooking?
