Images Displayable vs. Images Downloadable => no difference

Trying to figure out the difference between these two settings... I am able to download an image whether the radio button is set to Displayable OR set to Downloadable in VM2.0.4 with Joomla 2.5.2.

Is this a future feature?

The feature is not completly done as it should be later. Atm it should behave so that when it is downloadable you get the download dialog of your browser and when it is displayable it should open a popup.
Later I wont write it so, that you cannot download the files for display or so, but later.
