Virtue Mart registration and checkout

My registration form is missing the state dropdown menu and check out isn't working. These worked earlier in the process. Need help repairing this for client asap. Open to suggestions if simple to implement.

Is the state field enabled in the VM back end? It is in the User fields section.

If the state field is enabled in the appropriate places (mine are in the screen shot below) than someone has edited or perhaps changed templates?
