No tax passed on to Paypal on shipping

This is the best code to use as default for PayPal.
I have personally gone through it and altered sections to do the following.

On the paypal screen it will show the total for the order (incl tax for the "Amount"),
The "Item Totals" column will have the total for all items (incl tax for the "Amount"),
The Shipping and Handling will show the total for shipping and handling (incl tax for the "Amount),
Finally the total will display the TOTAL COSTS CHARGED INCL TAX.
