Thanks for the pointers. I've also been in touch with our hosts. I'll let you know if anything comes from it.

Thought I'd better a follow up. I contacted the hosts following these discussions and they have added additional DNS resolvers. To be honest I don't really know what that means, but we've not had a warning email in two days now. Thanks to everyone who offered advice.

sounds like at some times their DNS service was overloaded - when the script went to connect to paypal.com the resolver (tells it what the ip is)  didn't answer in "a timely fashion" and so the errors kicked off - perhaps..
