Does any one have idea how to set up different minimum purchase order value based on the zip code? And also... ad the cities and zip codes drop down list?

Well that's great that you've been able to produce this but it's way out of our budget.

Is there any news on this from VM? I'm UK based and need to change the postage costs depending on region ('State'). England would be a flat fee with additional charges for Scotland, Norn Iron, and Channel Islands. I can't see the point of having 'States' if you can't select these for the shipping rules.

Is the answer to create new countries and remove 'United Kingdom' ?

It's a bit USA centric to assume everyone uses Zip Codes. There are thousands of VM stores throughout the world using various postage methods. Incorporating 'States' would help alleviate the issues surrounding postage rules and the rather pointless Zip Codes (For those OUTSIDE of the USA).
