How does the "Order status Review/Rating" option works

Hello.

I didn't find description in manual. Please explain how does this setting work? If I check some order status here any buyer with pointed order status(or higher) will be able to leave rates/reviews. Does this option work as I wrote?

assume it works with 'Shoppers who bought the product'  - only when they have reached the Status enabled can they leave a review...
