Allow Cloning of Shipment Methods

Please introduce a clone option for shipment methods. As it is now, I have to manually enter 50+ country names for each shipping weight bracket. And that's just for countries in Europe. I dread to think how long it's going to take me to create the 'rest of world' brackets.
