Paypal fee adding incorrectly.

What I am trying to achieve.

I would like VM to add a fee of 2.5% to PayPal payments.  I have this configured in the paypal payment module to add a discount of -2.5%

The problem I am having is that to calculate this fee, VM is picking up the cart total less shipping  then calculating the 2.5% fee, and adding the original shipping amount to give the invoice total.


Example

Correct way
Goods including GST  $259.33
Shipping  $30
Paypal fee should be $7.23
Invoice total should be $296.56


Actual
Goods including GST $259.33
Fee $6.48
Shipping $30
Invoice total $295.81


I need to change the way VM is calculating the "discount".

Where is this information located?
