PayPal Notify.php Test Mode setting fixed in 1.1.4? Works with sandbox now?

Can someone confirm that this has been fixed? How about some tips on how to use this feature?

One final tip, if you use the notify.php from the 1.1.4 RC you can use the paypal debug setting in the config.
It replaces the obsolete eliteweaver thingy with the proper paypal sandbox.

Is now says it works "through the PayPal IPN Simulator"; what exactly is the test scenario?

I think the reason that eliteweaver was done is because the paypal sandbox was (and might still be) so... so awful. I could never get it to work.
