WHIP problem with zones and value

I completly newbie in this so pleas help:)

Does enyone know how set up WHIP to work with zones and values?
I want to set my shop to have 2 zones
1st zone free shipping
2nd zone shipping based on value:
               order to £30 shipping fee £10
               order to £75 shipping fee £20
               order to £160 shipping fee £40
               order to £5000 shipping fee £160

Thanks for any help with very good explanation. How to do it because im very frustrated.
