"Pay with Credit/Debit Card" instead of "Sign up for an account"

Has anyone been able to get their paypal checkout to take a credit card directly on the paypal screen instead of displaying the "Sign up for an account" option?  I have tried both the new API as well as the legacy options.  I have checked the following:

PayPal account optional setting is ON
My Paypal Email is confirmed and matches the email listed in the payment module
I have cleared all cookies for testing

If ANYONE has been able to get this working, I'd love to at least know that it works so I can narrow down where to look.  If you have it working, can you post your "Payment Extra Info"?

Any suggestions?

I am sorry i cannot help. But since this is a PayPal parameter, i think you will have better luck asking for support on PayPal site.

I am still working with the API to try and get it to work, but Paypal has definitely confirmed that legacy will never accept credit cards.

I have the same problem to show Pay with Credit/Debit Card" instead of "Sign up for an account" at the express checkout on VM2 too.
