UPS: Not all countries are showing!

It seems that the UPS module I'm using does not work for every country in the VirtueMart picklist.

When you create an address, you have a ton of different countries to choose from, but if you pick a smaller country (not the top 50) then UPS shipping module is blank on the "Select Shipping Method" screen.

Can anyone help? Does FedEx offer an API for all countries?
