Where is the PAYPAL query set up

Hello,
I'm working with the paypal payment type. I've rewritten the product discount engine and have one last problem.

1) When I get to paypal my price is about $7 high.
2) Paypal then re-adds the shipping to push my total even higher.

Where does the code assemble the call to paypal? I assume I am going wrong there.
Seems my order values are a bit off in the "order list" where is the insert to the db?

The PayPal total is assembled in the payment extra info

"Store" => "list payment methods" => PayPal => Tab "Configuration".
