Is it possible to assign a tax rule for only one manufacturer for one state?

you are one of the most helpful member here.
I did that, but all producers or manufacturers get tax calculated in the checkout.
Example: I assigned one MFG to state A (TX) with tax 9.0 and one MFG to state B (NY) with tax 10.0.
At checkout when I have MFG B in the cart and customer is in state A, it calculates the tax from state A and there should not be any tax.
