Is it possible to show "Shipment Description" below chosen shipment method in the frontend?

You need to use custom CSS in your template to make such customisation. You can contact your template developer in case you need some help.

Do you mean as in attachment?
In core VM not, sorry.

But we use OPC for VirtueMart from Rupostel and this function is inside standard install version.
(BTW, this app override a lot of VM function's and templates from core and VM shop is much better).
