ups plugin doesn't show in my cart

Hi:

I have a problem to see my UPS shipping options in my cart.
The plugin is active and publish I tried following link to replace virtuemart.php.

but nothing has been changed.

Shipping method: istraxx_ups
my Joomla version is: 3.8.1
Virtuemart: 3.2.6
