How to sort products custom

Hi Guys... I have a client that wants to push down some products he doesn't want to sell as much as others, that he would like to show in top of a product category page... I was trying to use the "product order" column in the category, but it seems to not order/move the products around... One of my coders says it's something he can't fix - i just don't understand what this column would be for if not for a custom sorting of the products.... Please help if you know what's going on
