Backend - edit order - doesn't exist row in xx_virtuemart_order_calc_rules

Hi,

I use Joomla! 3.6.0 and VM 3.0.16. In backend if I add new item to order and save, isn't new record in table xxx_virtuemart_order_calc_rules  with VAT. Items created in frontend in order have rows in table xxx_virtuemart_order_calc_rules. Why? Where is bug?
