Amazon Payments in United States

Using VirtueMart 3.0.14 on Joomla 3.4.4, PHP 5.6.8

Have two questions.  First it seems that once I have tested an order, it keeps that payment method.  Tried to clear cache, but it still keeps my first selected payment method.  I want to try at least two.  I have PayPal working.  How do I clear the payment method so that I can test additional payment methods?

I am trying to implement Amazon Payments in the United States.  Currently I am getting this error:
