I don't want free shipping for AK and HI states of united states

Hello All

I am using joomla 3.4.8 and virtuemart 3.0.14. i am using fedex shipment plugin. I want to control shipping based on the states of usa country. I dont want to offer free shipping for AK and HI. how could I achieve this. i have check configuration of fedex box plugin but we can set countries only to limit free shipping.

there are a few Fedex plugins but with any of them u would need to adapt I guess in the conditions function of the plugin
