How to make the system send low stock notification emails to two user?

Please do not shout,  and there is little point in using different colours.

Are those "users" shoppers or vendors/suppliers? If shoppers you will have to write some code to do it. If known vendors then you could handle it on your mailserver.

The two persons are vendors not customers.

How to let them receiving low notification emails?

the vendor gets one .. then set up a forwarder on your mail server to the 2nd
