Can't select payment and shipment methods as guest

Hi everyone.

Please help.

On my site you can't select the payment or shipment methods as a guest and you therefore can't be directed to the site of the payment handler. Everything works fine if you are a registered user though.

Then you must have them assigned to a shopper group or some other filtering --
