Option to add to cart without accepting cookies

I am using VM2,

On my site it is currently not possible for a customer to add a product to the cart without accepting cookies - how can i change this so that the cookie message still shows but such that they can add to cart without accepting the cookies?

This was possible in VM1 via a config setting but I cannont find a similar setting in VM2.
