Different tax attribution by countries

Hello,
my client have a VM 3.0.4 site and he sell car products all over the world.
Here in Italy we have a IVA or VAT tax on each product, but for example if an american buy from this e-commerce he DON'T have to pay this vat, because it is only an Italian tax.

How can i do for to make possible a different tax attribution based on the country?
