Shipping on Small Items

Hi I am using Joomla 2.5 with VirtueMart 2.6.16 and the USP module istraxx. I can't believe how bad Virtuemart is about shipping options.... I have my standard cart etc with product weights working fine... I just added a window sticker which weighs nothing and retail cost to the consumer is $2.99 and the shipping module is charging $11.69 for it - even when I set the weight at "0"... How can I lower the shipping cost on this product... I fail to see how Virtuemart can even exist without solid shipping options. This is simple stuff for most any shopcart...
