Shipment method - country filter working?

Hi,
Building a site which I want to limit shipping addresses to selected locations
Joomla 3.8.10
VM 3.8.10
PHP 7.1.6

So I have created shipping methods using the default ship by " weight, zip, country" feature and limited the method to one country "New Zealand" in the shipping method configuration.
However all shipping methods appear regardless of shipping country customer applies in shipping address - I though the msg - "no shipping method matches your order...." would appear if they selected a country not in the shipping method. So it seems the "country" filter in shipping methods is not working - or have I interpreted the feature incorrectly?

If however I limit the countries in VM configuration to just NZ - it sort of works as customers can only select NZ in billing & shipping addresses. But this is not ideal as we want customers to place orders in other countries and allow them to ship to an NZ address.

switch on the "methods " debug in VM config to understand exactly what is happening .. I have never had any problems excluding/including countries with the std weight plugin

all other fields empty?

Thanks for the Debug pointer - looking into it further now, but now have to solve "free shipping" issue before I can go back to "country" filter.

Thanks for pointer issue resolved. Found I had shopper groups in some methods and an other mis configured options in the shipping methods settings.
So country filter working fine now.
