Restrict states in plugin VM Payment Standart - Cash on delivery

Hi!!! I need to restrict the state of Canarias in the payment method Cash on delivery, but in de configuration of the plugin I only can select countries, but no states.  Does anybody know how to do it?

I have exactly the same situation as you had. How did you manage to restrict that payment method to Canarias? Were you finally able to do that?
