payment plugin doesn't send email to admin

I had one payment plugin that dosen't send email to admin,
It just  sends email to customer,
the standard paymen of virtuemart sends email to vendor correctly
I don't have access to programer of plugin'
Can someone help me how to solve this problem?
which code can send email to vendor?
