Exclude Products from Category for minimum purchase order

Hi all

I'm looking for a way to exclude Products from a category to not get calculated in minimum purchase order.

In example the buyer can buy 3 boxes of cigarettes for 9, but the minimum order should stay in example on 20, even if the total amount of cigarettes is 27. It should not calculate. Is this possible with VM2 or 3? Any help will be appreciated.
