Plugin license not in English

Any suggestions for where to find an English version of the licenses for the UPS and USPS shipping plugins?  The one that came with the plugin downloads is in German, I think?

Specifically I want to know if "Licenses are granted per installation." means that I would have to re-buy the plugins for each new site that I develop, or if it is paired with the line in the next bullet point "If you don't use our software anymore and have uninstalled it, you are allowed to sell your own license to someone else." meaning I can use it on as many sites as I want, I just can't share it with others to use on sites.  I'm referring to the verbiage here: http://extensions.virtuemart.net/component/content/article/16-istraxx/18-what-you-get-license-support-updates-and-refunds
