rule by default

Hello I have a problem and I do not find a solution in the forum.
I searched the forum and documentation but found nothing (perhaps the fault of my bad english)
I just want to discounts (calculation rules) change the value by default:
"General rules" with "no rules".
The discount only applies on some products would be more logical.

You must do it manual for each product.

Or setup the rule for a special category and put the products to this category.
