Tax Calculation

I am trying to charge tax for specific States in the US.In particular CT and CA. I have set both rates in Tax and Calculation, and chosen Apply default rules but it still charges tax to anyone. I did notivcce that in the tax and calculations area there were no States listed under State /Provice /region. Can anyone help?

You have some plugin installed, which disturbs the jquery in the BE.
