Develop payment method

Hi there.

I don't find "skeleton" payment method plugin(and actually guide, all methods in VM before install are different), where it contains only required methods and properties.
Can anyone help me? Payment gateway so simply, i need:
-Payment method in list
-Before click Buy(in cart) redirect on PG Page
-2 pages, decline and approve
