Custom Shopper Fields Required for every order

I have a client that needs to ask for custom data for each order.
I have created the custom fields and they currently show with the Shipping info.

So the question is: Is it possible to have Custom Shopper Fields be displayed and required each order, before final checkout?

If not, is it possible to force the shopper to update their shipping info each order, before final checkout?

Currently if the shopper doesn't edit the shipping info they can complete the order, thus bypassing the extra required fields.
