PDF invoice language not translates (only delivery note) (maybe BUG?)

Hi, Im using multilanguage shop (with 4 languages)
When my PDF invoice is generated, it is in ENG language, which is not the language where the order comes from (SK).
The all invoice is not translated it is in english, but interesting thing is

1. that the delivery note is ok (SK lang. as should be)
2. if I make a order, then it is in status confirmed by shopper, which is ok, I change to status "ordered" then I update the order status. Now the order is Confirmed, THEN I click "Force Invoice Creation" now the invoice is translated, it is OK. Then I change the order to "shipped" and update the status, it is not translated. So it looks like, if I force the generation it translates to SK, but if I choose the dropdown to change status to "shipped" it not works
(not works means: no "untranslated string", but it is in default ENG, not the SK translate)

- in configuration -> Multilingual shop every 4 language are set
- Use english as fallback for untranslated strings - is checked (I tried without check this - no change)
- the language files in /language are ok!, there are works well as should be
- my pdf invoice creation is set to "shipped" - as it should be
- tried more users, I created / registerd another user ... still the same problem

I used 2.0.22a version, I updated to 2.0.22b (VM AIO is 2.0.22b too)
