Making phone required on shipping information

I have made the phone number a required field for the shopper (bill to) form, but I cannot see any way to make the phone required when shipping to a different address. Is there any built in way to do this or otherwise control the required fields on the ship to a different address form.

I am using OPC in case this is particular to that extension, but I don't think it is.

Could you test does issue exist without OPC?

I wasn't able to at the time, but I was able to now. It does seem to be an OPC issue. I disabled OPC, but could not stop requiring login without messing with too many settings. I suspect those settings may still be in effect. I'll go to the developer and see if I can get some help there. Thanks.
