How to configurate shipment depend on MANUFACTURER?

Hello,
VM 2.0.22a

The price for shipment depend on the name of manufacturer and the group of customer. I don't know how to configurate it please.
For exemple I have 50€ for manufacturer A and customer X ?
I have 25€ for manufacturer B and customer Y ?

With Some manufacturer the shipment will not be possible and the user can't select the shippment, the shipment is on ask and administrator receive notification for this order and will modify on backend the price of shipment.
