Tax is being added twice in cart

For some reason the Tax/VAT is being added twice in the cart only for local shoppers.
My scenario is this:

i have two shopper groups, the "default" group being for the South Africa market and an "International" group being for the rest of the world.
I have 1 tax rule which is only applied to the South African group as we cant charge SA VAT to other countries.

I have attached images of each groups settings as well as the Tax/Vat settings.
