Shipping method not showing for guest users

Hi there,

J2.5.11, VM2.0.20b

We allow unregistered users to place order and have 4 active shopper groups (anonymous, shopper, gold ...). When shipping methods (by weight, zip and countries) are not related to a group (so all methods are available to all) everything works fine and everybody sees shipping methods in checkout whether they are logged in or not (for users not logged in once they enter zip code).

But ... since we have some methods that are available only to gold level (different minimum order limit for free freight for example), we have to relate methods to groups. However when this is applied, logged in users see shipping methods they are supposed to according to their shopper group, but anonymous users see no available options.

If anyone encountered this issue and has resolved it, I'd appreciate any feedback.
