Price change on import

Greetings,
I'm using CSV Advanced to import products from a spreadsheet.

Upon doing so, the 'COST PRICE' shows the price I want to sell the item for before tax
The 'BASE PRICE' is inflated by a few dollars and the 'FINAL PRICE' shows the same at the Base Price.

I believe this has something to do with the 'APPLY GENERAL RULES' drop down.  When I select 'APPLY NO RULE' the price shows correctly.

How do I stop this GENERAL RULE from being applied?  I can't even figure out what math it's using.
I also need this easily applied to all my products.
