I want to charge 2.95 shipping per product

I want to charge 2.95 shipping per product regardless of size or weight, why does this seem so hard to sort out - or am I (like usual) missing the obvious ? It applies the shipping charge to the first product but not to additional products in the cart.

I am running Virtuemart 2.0.20b.
