Sorting of categories in admin and sorting problem in category tree dropdown lis

Hi I have some problems with the sorting of categories. As you can see at my screenshot the arrows for the ordering actions does not shown on all the subcategories.

In addition in the product form when I try to select the category of my product the categories tree select box does not have the ordering of my categories but is ordered by category name. Is some customization to be able to order the dropdown list of categories based on the ordering that I have set to my categories?
