Error installing VM 2.0.16

Hi,
I am installing VM 2.0.16, but I got a "There was an error uploading this file to the server." Then from the forum I got the suggestion to use the targz file. Then I got this error: Fatal error: Maximum execution time of 30 seconds exceeded in C:\xampp\htdocs\umfol13\libraries\joomla\filesystem\archive\tar.php on line 146.
I am using:
Joomla 2.5.8
PHP: 5.4.7
