SAVE STATE AND SAVING SHIP-FROM ADDRESS - FRONT AND BACK END

Have been working to try and make FedEx Multibox extension work with One-Page checkout, and while testing, have discovered what [seems to be] a bug with out of box Virtuemart 2

BACK-END: Cannot save shipment address (in addition to vendor address). It pops up a new tab first, if you go VM Admin --> Shop --> Shop -->Additional Info tab -->  Shipment Address link --> Add Address  (New "shipment address" tab appears) --> Shipment Address -> enter State.  And it won't allow me to punch in the STATE and save a shipping address

FRONT-END: User cannot select a U.S. state from the dropdown

Tested in FF and Chrome, and working on VM 2.0.14  and J! 2.5.8 (no core system tweaks have been made)
