Shipping options - core package or must be purchased / US taxes

I am converting a shop from Virtuemart 1.1.x to 2.0.x.  With 1.1.x there were shipping options available, just needed to be configured. With 2.x I don't see the options there.  I looked through various posts but this is not clearly stated. I looked in the classes folder and it has nothing for shipping.

With Virtuemart 2 do you need to purchase/license payment methods for:

UPS
USPS
FedEx

I'm okay to purchase them so long as I know this is how it works. At http://extensions.virtuemart.net/extensions-virtuemart-2/shipments I found UPS and USPS, but no FedEx.  Am I missing something?

Also, did the US tax hack (US. States and Zip Codes) for Virtuemart 1.1.x ever get converted to a core function in V 2.x?
