Empty cart has calculation rules.

i have this website and I want some calculation rules to be added in the end. The problem is that the customer is going to see the design cost(//its a calculation rule) even when there is no product added to cart.

I want to add a design cost for the product in the end but the problem is I have 4 different types of products which means 4 design cost so when I create all 4 rules for this so even if someone buys one product all 4 calculation rules are applied to the cart which is wrong. the problem is its showing calculation price without even having a product. i have used tax per bill and other options but dont know whats wrong.

Please any help would be appreciated.
